The brand dates its founding to 2004.[2] One outside profile places the start a year earlier, in 2003, counting "18 years" back from a 2021 interview;[6] the company itself consistently gives 2004, with the earlier date most likely reflecting the idea and early development rather than the launch.
Origin & founders
Natalie Plain came to cosmetics from television. Before founding the company she interned at the White House and worked in broadcasting, including on the series REAL TV, where producing a segment on the eyebrow industry led her to notice that affordable, at-home brow products were hard to find. According to the company, the business started "with credit cards and a strong belief that I could create better brow products for consumers," run at first from a one-bedroom Los Angeles apartment.[3]
An early-days account adds a setback to that story. In an Authority Magazine interview, Plain recalled that the first product launched as "Miracle Brows," but a cease-and-desist letter arrived roughly two months later over the name; rather than pay to keep it, she relabelled the initial run of 5,000 units.[6] The brand's own histories describe its first product simply as a brow conditioner.[2]

Billion Dollar Beauty operates under Petunia Products Inc. In a 2017 interview, Plain said the parent company was named after her great-grandmother's nickname for her.[7] The company describes itself as woman-owned and woman-operated, and as a WBENC-certified women's business enterprise. It shares its lineage with Billion Dollar Brows, the original brow-focused identity from which the present brand grew rather than a separate company.

The company frames itself around accessible, professional-quality cosmetics "crafted for real women," describing a line that started with brows and expanded over two decades into broader beauty essentials. Plain has summarised her approach around commitment and follow-through — "Your word must be golden. You say it. You commit to it. Independent coverage places the brand in the affordable, sustainable end of the market. A review on Wake Up For Makeup described it as drugstore-priced, citing a roughly ten-dollar refill box and individual pans under four dollars, and singled out the refillable magnetic case as the line's main sustainability point.[8]
Products & innovation
The range centres on brows — pencils, pens, gels, conditioners, powders and pomades — and extends to eyes, face, lips and tools. A recurring signature is the Brows On Point Micro Brow Pencil, while the Brow Buddy Kit is built around a brow-mapping tool the company says it patented in 2013.[2] In 2020 it introduced the Billion Dollar Box, a magnetic, refillable system that lets customers build their own palette of eyeshadows, blushes and other pans; the company describes the box as patented.[2] A Raising Brows pen followed in 2022.
Sustainability claims sit alongside the products. The company states that all of its products are BeVeg vegan certified and that it is a Leaping Bunny certified cruelty-free company, and it markets the range as paraben-free.[4] The refillable box is presented as a way to cut packaging waste; the Wake Up For Makeup reviewer noted its case used 30% post-consumer recycled plastic.[8]

After its launch, the company added a professional channel, BDB Pro, in 2006, and gained early television exposure with an appearance on the Rachael Ray Show in 2007 and a QVC debut in 2008, the same year it cites international salon expansion. The patented Brow Buddy tool arrived in 2013 and the Billion Dollar Box in 2020. The company links 2020 to its highest recorded sales, which it attributes to a "Beauty Above the Mask" campaign during the period of widespread mask-wearing.[6]
Retail distribution broadened in the 2020s. The company lists a Target launch and New York Fashion Week appearances in 2021, and partnerships with Cosmo Prof and Walgreens in 2023.
