The Korean business title CEO Score Daily reports that Shinsegae launched the brand in the third quarter of 2021, during the COVID-19 pandemic, positioning it as a high-functionality skincare venture [2]. The parent group initially invested 2.4 billion won, and the cosmetics ODM manufacturer Cosmax also put in 900 million won.
The brand is headquartered at Apgujeong-ro in the Cheongdam area of Gangnam-gu, a district in Seoul long associated with the city's beauty and fashion trade. Individual founders are not publicly named; company filings list Seo Min-seong as chief executive of the corporate entity.
Ownership
Purcell is part of the Shinsegae group, which as of the December 2023 reporting held a 36.9% stake, equivalent to 480,000 shares [2]. Cosmax, the contract manufacturer that co-invested at launch, holds a further share. Within Shinsegae's portfolio, Purcell operates alongside Onoma, a separate cosmetics brand; the two follow different retail strategies, with Onoma sold through department stores and boutiques while Purcell remains online-only.
