The fashion house was founded in 1986 by Ennio Capasa, with his brother Carlo Capasa, who served as chief executive [3]. Ennio Capasa, born in 1960 in Lecce, had studied at Milan's Accademia di Brera and spent two years in Tokyo working with the designer Yohji Yamamoto before launching the label [4]. The fragrance line is operated and marketed by Beauty San S.p.A., a Florence company whose footer appears on the official scents site as "Costume National Scents by Beauty San S.p.A." [2]. Beauty San describes itself as a curator of brands, and the perfume line sits alongside its other houses, Jusbox Perfumes and Tuttotondo.

Ownership of the parent fashion house is a separate matter. In 2016, Ennio and Carlo Capasa are reported to have sold their remaining stake in the clothing label to Sequedge, an investment group that had earlier taken a minority share [6]. In 2019 the house released two paired fragrances, CoSTUME NATIONAL I and CoSTUME NATIONAL J, composed respectively by Julien Rasquinet and Fanny Bal of the fragrance house IFF and inspired by Italy and Japan [5]. The niche-fragrance publication CaFleureBon reviewed the 2019 releases CoSTUME NATIONAL I and J, calling them "two very distinctive eau de parfums with niche vibes" and describing the brand's aesthetic as "urban rocker" [5].
